According to the Decree of the President of the Republic of Uzbekistan No. PF-5847 of October 8, 2019 "On approval of the concept of development of the higher education system of the Republic of Uzbekistan until 2030" on the basis of public-private partnership projects, the development of the material and technical base of higher education institutions, the construction and use of infrastructure facilities, and the Ministers The decision of the Cabinet of Ministers dated September 9, 2021 No. 563 "On measures to increase the level of accommodation for students in higher education institutions in the Republic" envisages accelerating the construction of student residences.
Based on this decree and decision, Namangan city, New Namangan district, I. The initiative of the public-private partnership project prepared by the private initiative "Obidjon Akmaljon Khamkor" limited liability company for the establishment of a 400-bed student residence on the 0.3 hectares of free space allocated in the area of the student residence of the Namangan Engineering-Construction Institute, 27, Karimov Street, was presented. .
The project is aimed at solving the problem of a specific social task (accommodation of students in higher education institutions).
In the current case, the gross amount allocated to this service from the population and/or the state budget:
In the current situation, in accordance with paragraph 1(b) of the Cabinet of Ministers Resolution No. 563, 50 percent of the funds required for the construction of a student residence for a private partner at the expense of one bed, i.e.

In addition, 50 percent of the expenses related to the maintenance and operation of student residences are covered from the State budget, but not more than the amount of funds spent on the maintenance of student residences of the state higher education institutions.
